If someone learned about a new vocab list, then the homework should correlate with that assignment done in class. Teachers should not decide grades on the completion of the homework, but how they managed to analyze and finish the homework.
Graduation Requirements

A general requirment should be needed for graduation because each person needs to know the basic knowledge.
